MECCA / NORTH SHORE, Riverside County — October 27, 2026. A promised new recreational and ecological landscape at the north end of the Salton Sea offers a useful test of the difference between financed, designed and constructed. California’s public project tracker describes the North Lake Pilot Demonstration as a planned approximately 70-acre project near the North Shore Beach and Yacht Club Community Center — but its recorded stage is still Planning/Design.
Where the $19.25 million figure comes from
The official fact sheet states that the state entered a $19.25 million Proposition 68 funding agreement with the Salton Sea Authority in April 2021 to help plan and construct the pilot. State water and wildlife agencies, the Authority, Riverside County and Coachella Valley Water District are among the listed partners. A financing agreement is not evidence the full sum was spent or that a restored lake is open.
The actual concept
The pilot is designed to include at least 40 acres of wetlands and a shallow lake of up to 30 acres, supporting birds and fish, reducing dust from exposed lakebed, and potentially providing new public access. The planning area is tied to the northern shore near North Shore, not to a project covering the entire Salton Sea.
The broader proposed North Lake system is considerably larger, but the state’s project tracker labels some of that work conceptual, with field surveys and engineering studies still outstanding. A concept map should not be presented as a funded construction guarantee.
What nearby residents should ask
Will project waters be sustainably supplied during Colorado River shortages? What is the expected construction start, the approved environmental review and the updated budget? Who will pay for ongoing water-quality management and maintenance? Which public spaces will be accessible to local residents rather than only to visitors?
The new Salton Sea Conservancy created in April 2026 is intended to help address long-term stewardship, but the existence of a conservancy does not settle these project-specific questions.
