MECCA / NORTH SHORE, Riverside County — October 27, 2026. Residents who want to purchase their first home in the eastern Coachella Valley can compare two county first-time buyer assistance pathways using the latest published numbers, rather than assuming every down-payment program has identical rules. Riverside County’s Housing and Workforce Solutions department posts 2026–2029 HOME and Permanent Local Housing Allocation (PLHA) materials and a schedule of income and purchase-price limits effective July 1, 2026.
The two income ceilings are different
For a four-person household, the county’s published table lists $98,400 as the income maximum under the HOME first-time homebuyer program (80% of the applicable area median income) and $127,800 under the PLHA pathway (120% AMI). Household size matters: for one person, the table lists $68,900 HOME and $89,520 PLHA, and for two people $78,750 and $102,240 respectively.
These are gross eligibility benchmarks from the published program table, not guarantees of mortgage approval, home-purchase assistance or a personal income-tax determination.
How much can a qualifying house cost?
The July 2026 chart lists a maximum price of $607,050 for eligible new or existing single-family homes, $470,250 for a condominium or townhouse, and $201,400 for a manufactured home. Those are program maximum purchase-price rules, not the average home price in Mecca or North Shore, and not the maximum amount the county will lend a purchaser.
Does the county cover unincorporated Mecca?
The geographic table identifies unincorporated areas and cooperating cities as potentially eligible, with separate city exclusions under HOME and PLHA. Mecca and North Shore are unincorporated communities, but every applicant should confirm their property’s jurisdiction and the specific financing program with the county and a participating lender.
A borrower still must meet credit, mortgage, ownership, homebuyer education, documentation and other rules specified in the application. Program funding may be limited or exhausted before an otherwise eligible application can be approved.
